Storm.

Small Squall Impressions:

Robin staring out the window and asking, "Izzit night?"

The water, calf-deep on 7th street and coming up over the floorboards of some of the cars parked on the street.  Robin's take:  "It's a river!  Can I swim in it?"

Sitting on the porch swing watching the rain come down.

Swearing as the umbrella bent out of shape.  Stupid cheap umbrella.

Scrambling around as water poured in through the back entryway

That is a lot of water - can you put in some kind of low wall or berm to discourage it from coming into your back entryway? Or do you have a stack of sandbags somewhere?

Does everyone have to park on the street, i.e., there aren't garages? There are some old neighborhoods in Portland still that don't have much, if anything, in the way of offstreet parking.

I'm sorry to hear about the water in the back entryway. You may have to invest in some sandbags until you can do something about the grade of the lawn. Of course, since you're in an old creekbed, you might have to rely on sandbags or a man made berm
